The government, with the participation of LLC “RZD”, “Sberbank of Russia” and executive authorities of the regions of the Russian Federation, is to develop a series of financial decisions. By 2025, it is planned to allocate at least 300 billion rubles from the National Welfare Fund (NWF) for providing loans for the construction of transport infrastructure facilities at an interest rate not exceeding 1% per annum with capitalized interest in the first 10 years. It is also necessary to take into account the provision of a capital grant in the amount of 28.5 billion rubles for the purchase of land plots in 2024-2028. Moscow will provide at least 150 billion rubles, St. Petersburg – at least 30 billion, Moscow Region – at least 20 billion, Leningrad Region – at least 10 billion, Novgorod Region – at least 6 billion, Tver Region – at least 5 billion. To balance the operational model of the project, subsidies from the federal budget will be provided in the amount of no more than 299.4 billion rubles.
