“In case of inclusion in the republican list of extremist materials of information products with indication of the internet resource and its identifier – domain name registered in the national domain zone, the registration record of such domain name is annulled at the decision of the national domain zone administrator”, the document states.

Annulment of the registration record of a domain name leads to cessation of its administration.

The annulled domain name of an extremist resource will be included in a special list as part of the database of domain names in the national zone and become unavailable for registration during the period when the corresponding information product is present in the list of extremist materials.

“A domain name may also be included in the special list for the purpose of ensuring national security, including to prevent the use of a combination of letters, numbers, symbols and words (phrases) that do not conform to generally accepted moral and ethical norms, incite social, national, religious, and racial hatred, promote violence, cruelty, and other acts prohibited by law,” the instruction states. “The operation of domain names listed in the special list is permitted only in the interests of national security,” the document says.
