Chairman of the Federation Council Committee on Economic Policy Andrey Kutepov and his deputy Alexander Trembitsky have submitted to the State Duma a bill that should establish a ban on gambling for Russians who have alimony debts. The document is published in the Duma electronic database.
They proposed to consider two bills on the regulation of the gambling market. According to Kutepov, debtors who take part in gambling, in an attempt to recoup take micro-loans and drive their families into a difficult financial situation. With the first bill, the senators intend to establish a ban on gambling organizers accepting bets using borrowed funds and credit cards.
The authors of the project plan to limit the location of betting shops and sweepstakes near the offices of microcredit organizations in order to exclude “synergy of activities” that negatively affects the clients of these companies.
The second document introduced by the senators should prohibit gambling organizers from entering into transactions with persons who evade alimony payments and execution of other court decisions. Also, bookmakers and sweepstakes want to limit transactions with those under the age of 18.
«<...> such bets can be made with minors remotely using the Internet, including in the case of formal compliance with the requirement to identify a participant in a gambling game. The draft law proposes amendments that eliminate this gap,” the press service of the Federation Council quoted Kutepov as saying.
In November 2023, the deputies of the State Duma adopted in the first reading a bill on the creation of a separate register of alimony debtors, which will become part of the data bank in the enforcement proceedings of the FSSP of Russia, the press service of the State Duma reported. The initiative was prepared by the Government of the Russian Federation and submitted to the Duma in early October. If the law is adopted, the register of malicious alimony defaulters will appear on the FSSP website in open access. It will include information about debtors who have been brought to administrative and criminal responsibility, as well as those who are wanted for non-payment of funds. The removal of information about the violator from the register will be possible only after full repayment of all his alimony obligations.
On February 28 of this year, the Codification Council did not support the draft law on the register of alimony payers. They believe that this will only contribute to malicious payment evasion.
